Mar 3, State May Legalize Rainwater Harvesting

A new bill introduced by Salt Lake City, Utah legislators could lift the restrictions on water harvesting for residents of that state. Although rainwater harvesting has been practiced for many years by homeowners who use rainwater to irrigate their gardens and other landscaping needs, it has been officially "illegal" because the state owns the water rights.

If passed, SB32 would allow for the collection of rainwater in a single underground tank of up to 2,500 gallons and in two above-ground containers of 100 gallons each. Harvesters would have to register online with the state water engineer's office and supply information about how much is to be collected and the collection point of the rainwater.

Mar 3, Water Restrictions Extended

The Southwest Florida Water Management District (SFWMD) has extended the rules limiting watering for another six months. The rules were set to expire at the end of February.

Residents have been under the tightened restrictions since 2007, when the original watering order cut days from twice a week to once. That order was modified several times since its implementation during the prolonged drought that tightened water supplies.

SFWMD officials report that water conditions have improved enough to allow the more relaxed rules and long-range forecasts project above normal rainfall for the next three months. However, board members felt that it was necessary to keep the tighter restrictions enforced until the summer rains begin, because the water levels in local lakes are still lagging.

The Arizona Supreme Court has unanimously affirmed a trial judge's approval of the 2004 settlement between the Gila River Indians, the federal and state governments and numerous irrigation districts and municipalities in Maricopa and Pinal counties.

The ruling has finally settled decades-old lawsuits involving the water-rights claims of the Gila River Indian Community, several Apache tribes, the town of Gila Bend and other interested parties.

The settlement will provide the Gila River tribe with 653,500 acres of water annually from various sources. In exchange, the tribe agreed to resolve claims for additional water rights from other parties and pay compensation for damages.

KANSAS CITY, MO, Aug. 25, 2009 -- Under the U.S. Environmental Protection Agency (EPA) National Primary Drinking Water Regulations (NPDWR), enforceable standards limit the levels of specific chemicals found in drinking water due to potential health considerations. These limits, known as a Maximum Contaminant Level (MCL), are the highest allowable concentration of a chemical in drinking water supplied by municipal water systems. Enforcement of drinking water standards is provided by state regulatory agencies, which have the authority to set even more stringent guidelines than the limits set by the EPA.

The Irrigation Association (IA) has been studying the Environmental Protection Agencys Water-Efficient Single-Family New Home Specification. The implications of the program, according to the IA, are a major concern to the future of the landscape and irrigation industries.

Residential landscape contractors and irrigation industry representatives believe that the new home specification program is being released prematurely. In its current format, the program contains serious flaws that make it unacceptable to the irrigation industry, developers and water providers.

The Irrigation Association Board of Directors has recommended that the EPA not move forward with the outdoor criteria of the specification until locally-driven and clearer, outcome-based performance criteria are developed in partnership with qualified professionals.

In a meeting with the EPA's WaterSense team, IA's executive directors delivered the message to the EPA that the IA strenuously objects to the new homes specifications, and if launched in its current format, the association could not support the new homes program.

The city of Macau, China, could run out of drinking water in a matter of weeks due to a severe drought in southern China. Macau is the only Chinese city where casino gambling is legal, and even the briefest spell without water would be a devastating blow to the hotel industry. Reservoirs across the Chinese border in Zhuhai, which normally supply the gaming hub, have been ravaged by a drought that has affected a vast sweep of southern China and exposed the fragility of the countrys water system.

There hasnt been any rain in that area for more than 100 days, the longest dry spell for 38 years, reports the Office of State Flood Control and Drought Relief Headquarters. Fields are completely parched across eight provinces in northern China, and four million people are without proper drinking water. Major state-run newspapers carried reports of the drought on front pages and news broadcasts showed dry, cracked fields with crops withering in the earth.

Stocks of bottled water may have to be shipped to the city unless a deal can be struck with water companies, who are already under intense strain to keep Hong Kongs taps running as the water shortage takes hold.

Nov 9, Drought Considered Mild, Study Says

The 2005-2007 drought was actually mild compared to many others, and in fact no worse than one just a decade ago, according to researchers from Columbia University's Lamont-Doherty Earth Observatory. The problem, researchers concluded, was how quickly the population has grown over the last 10 years. Climate change played no detectable role.

Oct 28, Increased Rates for Customers with Irrigation Systems

The Onslow, North Carolina Water and Sewer Authority (ONWASA), has approved a new irrigation meter policy governing the use of potable water for the purpose of outdoor irrigation. Under ONWASAs new policy, customers who purchase irrigation meters for their private landscape irrigation systems are going to be charged an irrigation water user fee at a rate 50 higher than water rates for domestic water meters. The new fee only applies to separately metered irrigation systems; however, customers will not incur an impact fee for the meters.

In July, North Carolina House Bill 2499 went into effect, requiring all users installing new irrigation systems to purchase separate water meters for those systems. The new state law does not affect customers who currently have irrigation systems that are not separately metered.

Scott Chadwick, ONWASA board member and mayor of Swansboro, North Carolina, said it is his understanding that part of the reason for the state mandate is an effort to conserve potable water, and he believes the policy instituted by the ONWASA board will encourage water conservation.

The new irrigation rates will go into effect during the November billing cycle.
