Circular Pillow Tank

I need a 21 foot circular pillow tank 1 to 2 feet high. It would need to have a top valve. The purpose of the tank would be to seal off a 20 foot diameter upright silo of forage on our dairy farm.

The tank would sit in the silo and the edges would seal off oxygen from entering the forage underneath the bladder. Any possibility of you having such a product or other suggestions?
