Is there a timer that will work off of cistern tanks?

I have a cistern tank set up in my garden, but I don't have access to city water. I am looking for a timer I can install on my cistern that will allow the water to flow for 10-15 minutes twice a day to water the garden when I am away.

The only timers I have found in the garden stores require water pressure like that provided by city water. I need the timer to simply open the valve so the water will flow for a short time. Is such a timer available?
