Protect Property Investment From 2010 Gulf Oil Spill

I would like to protect my property investment from the 2010 Gulf Oil Spill.

I am interested in creating a protective oil spill containment boom area for our neighborhood beaches.

Please can you advise. We would need to know what oil boom would be needed, and how to set up and install the oil booms.
