Storing UAN in a portable tank in static/stationary situation is pretty standard, as long as you have secondary containment setup too, to avoid any contamination while dispensing or filling.
On a vessel or in dynamic situation, the hold would need to fully support the load. I reviewed the drawing you sent and it appears it will work in your situation. Liners for the holds are a must and inspections of them prior to filling/discharge a must.
As on land, secondary containment is a must for bladder tanks. I know you mentioned that the hull does act as secondary source, BUT the I think a localized containment is better. The rub liner can serve as both.
I think this will significantly reduce the round trip costs per gallon and provide alternative options for bulk liquid transport.
